only a few steps north of the afore-pictured monster bike, here is "Swinger 2 by JC Penny" parked at Burnzwell, 108 S. Broadway
its affable owner offered that it was the 1978 model; the small displacement engine means it doesn't require license plates and may be legally parked on the sidewalk

scooter laws in Colorado
hi Shawn,
assuming you are in Colorado, a "low-powered scooter" with displacement of 50cc or less does not require plates, but it does require an inexpensive sticker and you do need a license to drive it; don't know about the turn signals; over 50cc and/or over 30mph max speed and you are talking "motorcycle"
